What this means for breaking 90
The five-putt gap between a 15-handicap and a scratch player isn't made of missed 10-footers — nobody makes those consistently. It's made of three-putts, and three-putts are made of first putts left 8 feet short or blown 6 feet by. Distance control is the most learnable skill in golf: it needs no talent, just calibrated reps at varied distances.

33 or fewer is a strong day for a mid-handicap golfer. Getting there is almost entirely about eliminating three-putts — lag the long ones inside a putter-length and the number falls without holing anything special.
Why do I take 36+ putts a round?
Almost certainly pace, not line. Amateur three-putts overwhelmingly start with a first putt that finishes outside tap-in range. Speed-only practice from 30–50 feet fixes this faster than any putting stroke change.
